The Zero Waste Strategy

In order to follow the worldwide trend of waste management and implement the Resource Recycling Act (July 3, 2002), Environmental Protection Administration entrusted technical research institution to plan “the Zero Waste Strategy”. The objective of the strategy is to improve the quality of waste management and to attain the vision which minimizes waste and maximums resource. At the beginning the contents of proposal included the follows: collecting relative information, convening six meetings for experts, holding three local conferences, draft the Zero Waste Strategy’s contents and frame, and finally holding a nation-wide workshop to concrete suggestion. At first, the initial work of framing the draft is to define the “Zero Waste” well. Then, development of related index and establishment of total national targets has set. For the sake of achieving the national targets, seven basic policies has established about the vision of “Zero waste”. These seven policies are: (1) To carry out the Resource Recycling Act and other connected regulations, (2) To improve the work of waste avoidance and reduction at source, (3) To set into action of the resource reuse effectively, (4) To build up the mechanism of recovery markets,(5) To strengthen the management of the treatment and disposal for industrial wastes, (6) To enhance the national register rates of industrial wastes and to establish the sound baseline data of industrial wastes, and (7) To construct the national network of information system about the Zero Waste Strategy of Industrial Waste. Besides, there are thirty-one measures under seven policies in the draft.
